2018 International Ecological Action “Save and Preserve", the Khanty-Mansiysk Autonomous Okrug – Ugra - implementation results
The events of the 16th International Ecological Action "Save and Preserve" took place in the Autonomous Okrug on 18 May - 8 June 2018 under the motto "You are the one who helps make the planet clean!".
This year's Action's topic was "Waste handling", which was quite relevant for Ugra, since the Autonomous Okrug:
has insufficient number of waste placement and handling facilities in the municipalities (56% of the required);
has in its territory several waste dump sites (53 dump sites as at 01.01.2017) which need be closed and liquidated, as well as a significant number of littered spots;
lacks a sufficiently developed transportation infrastructure, which is an obstacle for the reduction of the number of small waste placement sites (more expensive and less controlled) and building of the large inter-community and inter-municipal waste processing and utilization facilities;
lacks proper organization of separate waste collection;
either lacks processing facilities for different categories of waste (secondary raw material), or their capacity is insufficient;
needs to raise the population's ecological culture awareness with regard to waste handling;
plans a transition to a new system of waste handling (before 01.01.2019).
The Government Resolution of 30 March 2018 No 139-rp approved the Plan of the Action's Events (40 events). The Action Plan was formed in accordance with the 2018 Action topic, the goals and the aims of the national Volunteer Year, and the KhMAO-Ugra Year of Civil Accord:
- reduction of the negative effect on the environment of production and consumption waste; the formation of the ecological culture of the people with regard to waste handling, and the motivation of the population to participate in separate collection of solid consumption waste;
- development of the volunteer movement, greater involvement of civil society in the social and economic development of the country, development of new forms of the citizen participation in the implementation of the social policy of the Autonomous Okrug, including in the sphere of ecology (the national Volunteer Year in Russia);
- creation of conditions for maintaining the social and political stability and the social and economic growth in KhMAO-Ugra by means of consolidation of the society's and the democratic institutes' efforts ( the KhMAO-Ugra Year of Civil Accord).
